Adapt only the development API budget and Compose configuration from 10550628f9, with middleware regression from 82545520ad. Release History CI exhausted the shared bridge-IP budget; production and login enforcement remain unchanged. Record the shared subsystem boundaries and register the middleware proof in the API contract suite.
