A full monitor reload tears the state down and rebuilds it empty, so
agent-reported host rows vanish until each agent's next report lands.
Config fetches in that window 404ed with a perfectly valid token, which
showed up as rare correlated agent_config_fetch failures across
unrelated agents (#1570).
When the live snapshot has no match, resolve the host from the
persisted continuity store with the same semantics as the live path. A
report-scoped token resolves only its bound host and manage-scoped
tokens resolve by host ID. Deliberately removed hosts stay 404 because
removal deletes their continuity entry.
Keep Proxmox setup tokens node-scoped so cluster installs do not rotate one shared Pulse API token.
Suppress command-enable config for tokens that cannot register command channels and keep reusable installer tokens out of agent:exec.
Back-port v5 fix 04a828264 to v6. canReadConfig now accepts
ScopeAgentReport (legacy host-agent:report) in addition to the config/
manage/settings scopes; resolveConfigAgent already restricts a
report-only token to the host it is bound to, so it can only read its
own config. Without this, a v5 agent upgraded to a v6 server while still
holding a report-only token gets HTTP 403 on config fetch and breaks.
Retargets TestHandleConfigMissingConfigScope to monitoring:read and adds
TestHandleConfigAllowsBoundAgentReportScope as a #1254 regression guard.
Keep desired config fingerprints as response metadata derived from the signed command and settings payload.
Use merged agent profile settings when building remote config fingerprints.
Retire runtime/API/UI monitored-system volume enforcement now that infrastructure monitoring is no longer capped.
Keep only legacy metadata scrubbing and purchase-start compatibility for old max_monitored_systems references.
Rename the remaining preview surface to monitored-system impact and make previews explanatory rather than save-blocking.
Update subsystem contracts and RA7 evidence for the caps-retired invariant.
