The label sync was the only workflow that read PULSE_TRIAGE_APP_PRIVATE_KEY.
That key belongs to an App installation that can administer the repository,
and as a repository-level Actions secret any workflow run on any branch could
read it. Everything the helper does (read the issue, create, add and remove
labels) is covered by the run's own GITHUB_TOKEN with issues: write, so the
App key can now be deleted from Actions.
The policy test now requires issue-mutating workflows to use the scoped
GITHUB_TOKEN and to reference no secrets, and still requires the parser tests
to run before the label write. Silent labels are applied as
github-actions[bot]; AI_TRANSPARENCY.md says so.
The proposed-source triage suite already exercises the locked parser and silent-mutation consumers. Pure helper edits still queued unrelated application suites for more than twenty minutes. Recognise only the six exact triage inputs from a complete tree diff; mixed, missing and control-path changes retain full application checks. Keep workflow output outside the fixture source tree so real-diff controls do not stage it.
Contract-Neutral: CI admission for isolated issue-event inputs only; locked triage tests, secret scanning, governance and mixed-source runtime checks remain enforced, with no product contract or permission change.

Own PR2936's stale pin and download-admission failures at b7e774d4. Refresh all current workflow consumers, including the newer pre-token issue-label job, with their exact static expectations and lifecycle/deployment contracts. Preserve Node 24, scoped lockfile caching, credential isolation and artifact identity/retention; reject old, mutable and arbitrary download pins.

Run the locked parser and silent triage policy on their complete input changes in a credential-free Build and Test job. Retain issue-event pre-token checks, existing runtime and strict dependency gates; exercise admission and original install/test failure exits.

Classify the complete tree diff before builds or browser setup. Only nonempty top-level browser receipt JSON changes are exempt; mixed source, graphs, controls, docs and unavailable diffs keep ordinary runtime checks. Keep per-push secret scanning, independent canonical receipt validation and a strict E2E verdict which never calls skipped tests passing. Exercise real Git ranges and both workflow admission/result paths.
Contract-Neutral: Only browser-evidence-only tree diffs omit redundant runtime CI; application, dependency, trust and required source-proof contracts are unchanged.
