Subject: [PATCH] chore(governance): register the startup-watchdog completion
 pair

Register the server startup-stall watchdog runtime commit and its shared
follow-up contract/proof commit in the canonical completion history so the
per-commit guard evaluates the pair as one reviewed unit.
