* feat(cli,mcp): pad project catch-up and pad_project action=catch-up, read-only (TASK-4035)

Read-only wrappers over GET /workspaces/{ws}/catch-up on the CLI, local and
remote MCP, and the ChatGPT surface (catch_up). Mark caught up (PUT /me/seen)
stays web-only (ruling 380aa793): no verb, flag or client method moves the
cursor. ToolSurfaceVersion 0.100 -> 0.101, additive. Existing tool
descriptions were reworded to fewer bytes (no rule, caveat, refusal or ref
dropped) so tools/list keeps 901 B of headroom under an unchanged ceiling.

* test(cli,mcp): ChatGPT catch_up in the wire golden and the leak sweep (TASK-4035)

* fix(cli,mcp): catch-up json skips the typed decode; the re-indent claim is corrected (TASK-4035)

--format json prints the server's JSON re-indented without the typed
decode; table and markdown keep it. The MCP description names reopened.
