* fix(events): Publish reports its outcome, and a failed activity publish is counted and logged (BUG-2732)

events.EventBus.Publish now returns an error under watchevents' three-way
contract: nil accepted, ErrBusClosed provably not published, anything else
unconfirmed. MemoryBus refuses after Close; RedisBus refuses once its root
context is cancelled and returns every Redis or marshal failure.

pad_eventbus_publish_total keeps its meaning (attempts). A sibling,
pad_eventbus_publish_failures_total{outcome="closed|unconfirmed"}, counts
failures; it is additive and pre-initialised at zero.

All 9 server producers publish through publishActivityEvent, which discards
the error (the write underneath committed) and logs outcome, event type and
workspace, never the payload, rate-bounded (burst 10, then 1/s, with a
suppressed count).

Pinned: an assigned-but-unpublished ID is NOT surfaced as a gap to a
subscriber or a resume, so the counter and the log are the only trace of a
lost event.
