* test(cli): pin agents dispatcher commands against cobra tree (TASK-3096)

* test(cli): harden dispatcher drift pin against false passes (TASK-3096)

dispatcherSplit is strict: unterminated quotes and trailing
backslashes fail instead of silently tokenizing. Placeholders are
stripped only from trailing args after Find resolution, plus a
re-resolution check so a placeholder interleaved in the command
path fails instead of vanishing.

* test(cli): close dispatcher drift-pin false passes, pre-path flags plus fence count (TASK-3096)

* test(cli): reject emptied dispatcher bash blocks per-block, add tokenizer and placeholder-path negative pins (TASK-3096)

* test(cli): reject typo'd dispatcher subcommands via unconsumed-trailing-token check (TASK-3096)

checkDispatcherLine accepted any Find target except root, so
'pad item commment TASK-5' false-passed as 'pad item'. Fail on
non-placeholder, non-flag, non-flag-value trailing tokens when the
resolved target is a command group; leaf positionals keep passing.
Adds TestDispatcherLineRejectsTypoSubcommand negative pin. P2
shell-operator handling stays deferred.

* test(cli): reject placeholder-on-group dispatcher lines, pin leaf placeholders pass (TASK-3096)

* test(cli): pin dispatcher command inventory per block, prove deletion/substitution fails (TASK-3096)

* test(cli): pin inline dispatcher prose commands, prove typo fails (TASK-3096)
