Anonymous Docker Hub pulls from the shared hosted runners hit 'toomanyrequests: You have reached your unauthenticated pull rate limit', so Go (PostgreSQL) failed before any test ran (three times on day 90, on #1987 and #1988). public.ecr.aws/docker/library/postgres:17-alpine is the same official image, mirrored by AWS, with no anonymous pull limit of that kind. It is the only Docker Hub image any workflow pulls.
