* fix(BUG-2410): a default report leaves out system collections; Insights' picker stops offering them; ToolSurfaceVersion 0.49

* fix(BUG-2410): a saved layout naming a system collection no longer filters the report by a selection the picker cannot show (codex r1)

* fix(BUG-2410): with no collection list the report goes unfiltered, and a failed load never erases the saved layout (codex r2)

* fix(BUG-2410): a collections response for a workspace the user left is ignored (codex r3)
