* wip(store): workspace_read_cursors table and cursor store (TASK-3615, PR A part 1) The per-user, per-workspace read cursor behind the catch-up card. seen_at moves only on Mark caught up (Dave, 10-17) and never backwards; reading never writes (lead ruling, day 12).
