xarmian d97c528d1c fix(store): push token ownership follows a registration sequence, not updated_at (TASK-4031) (#2282 )

Two users sharing a push token were ordered by updated_at (second
resolution) then id (a random uuid), so a same-second reclaim could go to
the previous registrant. Add push_devices.reg_seq (SQLite 157, Postgres
125): unique, advanced by every register (INSERT and the same-user
in-place UPDATE), untouched by the password-rotation session rebind. The
backfill orders by (updated_at, id) so no current owner changes.
LivePushDevices compares reg_seq.
