Philipp Krüger 92361d2283 chore(ci): bump android tool versions and bump rustls due to RUSTSEC (#821) ...

## Description

- Fixes `cargo deny` failures in CI due to RUSTSEC-2026-0285 by bumping
rustls from 0.23.42 -> 0.23.45
- Bumps `aws-lc-sys` and `aws-lc-fips-sys` direct dependency versions to
fix minimal versions.
- Bumps android CI tooling, equivalent to
https://github.com/n0-computer/iroh/pull/4540
