dignifiedquire 76e3dc3cad fix(proto): move PTO reset before CID rotation and fix comments ...

PTO reset was skipped when CID pool was exhausted. Move it before
the CID rotation block so it always runs for recoverable paths.
Also fix misleading idle timeout comment and copy-paste docstring.
