♻️(backend) fix Twirp error mocking in tests

Browse Source 
Tests were incorrectly mocking Twirp errors using HTTP status
codes instead of the meaningful error codes returned by the
LiveKit SDK.

Update mocks to reflect actual SDK behavior.
