Baseline counts (workspace: cowork/auditable-codebase-bundle/baseline-2026-05-12.md):
  - 216 env vars defined in internal/config/config.go
  - 158 OpenAPI operations
  - 230 router routes registered
  - 161 MCP tools across tools*.go
  - 90 docs files, all carrying "> Last reviewed:" (oldest 2026-05-05)
  - 30 existing CI guards under scripts/ci-guards/
