- Resolve F039 (bare catch regression), F053 (HA coverage), F060
  (cluster config coverage), F084 (PveSession secret hiding)
- Update findings.json: 11 open → 7 open, 0 regressions
- Update REVIEW_REPORT.md with scan-9 results
- Fix publish.yml to use NUGET_API_KEY secret (matches other projects)
