ci: add GitHub Actions workflows

Build workflow validates both net48 and net10.0 targets with code coverage. Unit test workflow runs Pester across 6 OS/PS combinations. Integration test workflow is manual trigger only with secrets check. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
