fix: allow dependabot PRs in Claude Code Review action

Browse Source 
Dependabot PRs were being rejected with:
  Workflow initiated by non-human actor: dependabot (type: Bot)

Add allowed_bots: 'dependabot[bot]' to permit dependency update reviews.
