- Add RuleRunRepository.List for paging across runs regardless of rule.
- New RuleRunsHandler with List/Get/ListByRule, returning run summaries
  and per-action detail via RuleRunDetailResponse.
- Register GET /api/v1/rule-runs, GET /api/v1/rule-runs/{runId}, and
  GET /api/v1/rules/{id}/runs.
