chore: achieve 100% data sovereignty

- Localized Chrome icon (removed Wikimedia dependency).
- Removed remaining Google Font CDN from extension popup.
- Updated AI_INIT.md with strict 'Zero-External-Requests' policy.
- Verified all website and extension assets are served locally.
