Claude f5ec4247e9 Migrate FeedbackFunction + TenantOffboardFunction to repositories 
- FeedbackFunction → IConfigRepository (feedback CRUD)
- TenantOffboardFunction → IMaintenanceRepository.DeleteAllTenantDataAsync()

Zero functions/services now create their own TableServiceClient.
All table access goes through repository interfaces.
