GitHub forces all JS actions onto Node 24 starting 2026-06-16 and
removes Node 20 from runners on 2026-09-16. Bump every affected action
to the first major that officially declares node24, avoiding majors
with functional changes (checkout v6, upload-artifact v7):
actions/checkout v4 -> v5
azure/login v2 -> v3
actions/setup-dotnet v4 -> v5
actions/setup-node v4 -> v5
actions/upload-artifact v4 -> v6 (v5 still defaulted to node20)
softprops/action-gh-release v2 -> v3
stefanzweifel/git-auto-commit-action v5 -> v7 (v7 reverted the v6
input removals; only standard inputs used here anyway)
Azure/functions-action@v1 (floating tag, node24 since v1.5.4) and
Azure/static-web-apps-deploy@v1 (Docker action) need no change.
All target tags verified to exist via git ls-remote.
