Oliver Kieselbach a157d98a40 fix(radar): verdict share regression only for backend-decided paths ...

First production pass alerted on agent:whiteglove_pending (two tenants in a
WhiteGlove rollout week) and agent:complete_soft (a Continue-Anyway tenant) —
customer workflow mix, not classifier drift. agent:* and register:* are now
ineligible for share_regression (still in the matrix and the silence group);
episodes opened by the broader gate re-arm on the next pass.
