Oliver Kieselbach a0f007fd43 fix(mcp): synthetic tenant examples, catalog budget test and audit script (D-269) ...

list_tenants named a real customer domain as its example; the filterTenantList test
carried three real tenants. Both now use synthetic names and GUIDs.

catalog-budget.test.ts pins the per-role wire catalog as a ratchet (size, repeated
argument texts, no foreign domains or GUIDs, the 2048-char host truncation cap with
the four known over-cap texts listed). scripts/audit-catalog.ts dumps and sizes the
catalog per role for before/after measurements.
