Oliver Kieselbach 78b8dd0f1b tests: fix ContinuationToken key-rotation flake — scope the test key to the async context ...

The rotation test swapped the process-wide static test signing key
mid-test; xUnit runs test classes in parallel, so any pagination test
encoding/decoding during that window failed with bad_signature instead
of its expected reject reason (seen as order-dependent one-off failures
in CI). New AsyncLocal-scoped override confines the swap to the
rotation test's own execution context; the process-wide TestSetup
default is untouched.
