Oliver Kieselbach 90b8243894 annotations: move tenant list route under the /api/sessions cert-exclusion prefix ...

/api/session-annotations sat outside every clientCertExclusionPaths
prefix, so browsers got the client-cert picker. Rename-over-exclusion
per the diag-files precedent (the Azure list is portal-only config and
dies on app recreation). Three segments (sessions/annotations/list) on
purpose: a two-segment literal would be eaten by sessions/{sessionId}.
