Oliver Kieselbach 5577f5e7e5 feat(rules): rule submissions — retention (withdrawn 30d, declined 90d), contact email, pending-first tenant list, operator hard delete (D-236 amended)

Closed submissions leave through the daily maintenance sweep (RuleSubmissionRetention, one place for rule and test); pending/approved/published never. The submit dialog takes an optional contact email (a UPN is not always a mailbox), stored for the reviewer and never published. The tenant list shows pending rows by default with the rest behind Show all, and the contribute button shows for every writer, also before the first custom rule exists. DELETE global/rule-submissions/{id} (GlobalAdminOnly, MCP delete_rule_submission) removes test/demo rows for operator and tenant alike. Bumps internal and .claude/commands gitlinks.
