The Global Admin MCP Usage page reads the overview route. The header has
the window, a switch for platform admins and Refresh; tiles count tool
calls, charged requests, tenants, accounts and the accounts at a limit;
a chart stacks the calls per day by usage plan. Three tabs in ?view=:
- Tenants & accounts: grouped by tenant with domain, edition and the
  quota bars for today and the month, expandable to accounts and service
  principals, with search and a near-a-limit filter
- Tools: ranked by calls with reach, requests per call, error rate, p95,
  answer size and over-cap calls; the backend routes on expand
- Limits: the plan legend, the quota refusals, and each account's
  busiest 60 seconds against the MCP server's and the backend's
  per-minute limits

QuotaBar moves to components (the reporting page uses it unchanged), the
stacked bar chart takes a custom tooltip like the bar chart, and the
global and daily usage URLs leave the web API client (the routes stay
for the MCP tool).
