Oliver Kieselbach 1e94a7aa91 fix(web): hooks-refs batch 2.4 — useDashboardSessions mirror refs via useLatest ...

Nine render-phase mirror writes replaced: scope/filter/pagination
mirrors sync post-commit via useLatest; consuming callbacks list the
stable refs in their deps. Drops two write-only refs
(joinGlobalAdminsRef, loadingMoreRef) that nothing read. Imperative
refs (fetchGen/fetchLock/loadAllToken/submittedFilter) untouched.
