rules/dist/ was excluded by the global dist/ .gitignore pattern. Added !rules/dist/ exception so the combine-rules workflow can commit the generated files. Also adds the initial dist files. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
