Subject: [PATCH] chore(build): align local and CI builds on .NET 10 SDK

- global.json pins SDK 10.0.2xx (latestFeature) for local and CI parity
- build-agent.yml: SDK 10 as build toolchain, 8.0.x kept for the
  net8.0 DecisionCore.Tests runtime
- build.ps1: stale .NET 8 hints updated to .NET 10
